Those beta testing have wondered if there was an Ebon Blade faction quartermaster. The Ebon Blade is the Death Knight faction led by Darion Mograine. Darion and Tirion are in Icecrown glacier by the way, at the Argent Vanguard.
Through a series of quests started by the death knight NPC aboard the Gunship (Alliance or Horde) you are asked to kill three Scourge NPCs in the Shadow Vault building at the northwestern corner of the Icecrown region. You talk to a Death Knight who has been posing as a mindless minion of the Scourge. He directs you to use a rod on these three NPCs after their death. This would rise them unbound from the Lich King, becoming new allies to the Ebon Blade faction.
You are asked to kill the leader of the Shadow Vault with the help of those three new allies (a banshee, abomination and a geist). Once the leader is killed, you return to the Gunship. Koltiras (Horde) or the Alliance version sends you back to the Shadow Vault building. Once you get there, you will see the phasing technology in action once more. The place is no longer inhabited by Scourge minions. Now it is full of Ebon Blade NPCs. Shadow Vault thereafter becomes your new Inn. Once the phasing takes over, you can now access the Ebon Blade Quartermaster. Below you got the link to view all the 20 items available.
